Madeleine McGrory is a Vice President on Kasirer's Real Estate team. She brings deep expertise in New York City's land use review process and relationships with City Council Members, city agencies, and community boards across Manhattan. Bringing years of experience with the city's Uniform Land Use Review Procedure (ULURP), zoning regulations, and the political dynamics that shape development approvals, Madeleine helps clients navigate complex regulatory processes and build stakeholder support to advance projects.


Most recently, Madeleine served as Director of Land Use at Manhattan Borough President Mark Levine's Office, where she managed a team and oversaw land use reviews through ULURP. She coordinated with City Council Members, city agencies, community boards, developers, and advocacy organizations on complex development projects, providing strategic analysis and recommendations on land use applications and zoning matters across Manhattan.


Prior to her role at the Borough President's Office, Madeleine was Senior Policy Analyst at The Real Estate Board of New York, where she analyzed the impact of city and state policies on urban development and the real estate sector. She drafted testimony, conducted zoning analysis, and presented findings to government stakeholders on housing and land use policy.


Madeleine holds a Master of Science in Urban Planning from Columbia University, with a concentration in Urban Analytics and International Development, and dual Bachelor of Arts degrees in Economics and Urban Studies from Fordham University.
